Project Highlights: As an integral part of HIAA’s strategic plan, the groundside road network was a multi-million dollar civil infrastructure project redeveloped to increase capacity for growing traffic demand, eliminate signalized intersections and crossover turning movements, provide more efficient access to groundside facilities, simplify signage and way finding and improve road surface conditions.
This publicly tendered project was to be carried out in six sequential phases as to enable the airport’s daily functions to be maintained without disruption within a two year contract schedule. While under contract, Paul Behner was responsible for delivering the full scope of the project and to assemble and oversee the project team. The original redesign and efforts required to execute the work as laid out in the phasing plan became unattainable. As a result, Paul developed and implemented multiple construction strategies to deal with ongoing design changes amidst very active airport business activities. Notwithstanding the cumulative impacts of change orders in excess of 35 percent of the contract, the project delivery as envisioned by HIAA and its consultants was delivered on time.
