Project Description: Rockcliffe Village is a 35 acre, 342 unit, mixed-use master planned community situated on Northwest Arm Drive, Halifax overlooking Long Lake. Although the parcel of land was geographically challenged by the predominance of granite bedrock throughout, it was also sought after by developers as it was the last undeveloped property along Dunbrack Street with meaningful acreage.
As founding partner of Rockcliffe Village, Paul Behner successfully negotiated the purchase and sale agreement with the land owner. With great affinity for environmental sustainability, Paul sought designers who were aligned with his ambitions and vision. The inclusion of internal pocket parks, interconnected walking trails and engineered wetlands to manage storm water were essential to the vision. Paul assembled and collaborated with the project team to successfully navigate the development through the approval process to make way for phased construction.
The Halifax Watershed Advisory Board (HWAB) reviews Development Agreements, provides technical advice where appropriate to HRM Council and looks for opportunities to protect water resources within HRM on a wider scale. During the approval process, the HWAB members were “impressed by the project and pleased to find elements of the natural environment handled with such care”. Paul’s vision was inspired from the desire to contribute positively to the built environment and his technical knowledge gained from vast experience in civil construction proved to be invaluable.
